Is that when it's an issue of rewards and punishments, they have to be both reasonable and enforced, otherwise they lose meaning and everything kind of falls apart.  This is key.

It's important to have rules; they help us get along and be efficient in society.  They shouldn't be used to control, unless in a military application (subject to further qualifications, but not important).

Doing the right thing shouldn't be complicated, but sometimes it is..
